"*Introduction*"

 

"***Youth is the ultimate driving force of a community. The youth of Bangladesh has a long history of struggle and glory. Our glorious youth was the most influential driving force of the great liberation war of '71. We achieved our great freedom through long colonial rule, struggle against exploitation and oppression and armed liberation war. This is how the Independent Bangladesh was established. Despite the glorious participation of the youth in all kinds of political and social struggles, the lack of proper direction after independence has led to frustration among the youth. This is because the failure of the youth to determine the proper role of the youth in poverty, unemployment and lack of planning has left the youth frustrated. After independence, the Awami Baksali government completely failed to manage the great glorious and traditional vigilant animated youth society of this country. The period from '72 to '75 was a black chapter for the youth society. The youth of Bangladesh was introduced as a symbol of terrorism and the youth became a monstrous force in a planned manner. At such a historic juncture, the Bangladesh Nationalist Youth Party was formed on the initiative of the great leader Ziaur Rahman. The champion of independence, the proponent of multi-party democracy, the architect of modern Bangladesh, Shahid Zia realized that there was a need to involve and organize the youth in productive politics and mainstream politics of the nation. Therefore, under his direct patronage, Bangladesh Jatiyatabdi Juba Dal (Bangladesh Nationalist Youth Party)  was formed on 27 October 1978. The process of transforming the youth into a united national force began and accelerated. Shaheed Zia was able to transform the hatred of the common people towards the youth of the country into a vision of admiration.

 

On May 30, 1981, Ziaur Rahman, our dearest leader, was assassinated by some misguided people through national and international conspiracies to thwart the progress of the nationalist forces. But even if the person was able to kill Zia, he could not erase Zia's ideology from the hearts of millions of people. There is no Shaheed Zia but the youth party formed by Shaheed Zia has become a massive enlightened tree today by overcoming hundreds of obstacles. Bangladesh Nationalist Youth Party has been playing a glorious and militant role since its inception. In the struggle for productive politics and social progress, the youth society of this country is committed to fulfill the responsibilities and historical duties entrusted to the nationalist youth party.

(A) Unity: Unity is everything. The foundation of unity is Bangladeshi nationalism. And no great work is organized without unity. Unity is enshrined in the motto of the organization as a tool to organize the youth society on the basis of the realization that the progress of the youth society of a nation is possible on the basis of joint united efforts.

 

(B) Progress. It is possible to build a prosperous and self-reliant country by mobilizing the united youth and giving impetus to the economy. And that is why progress has been included in the motto.

Paragraph: (1): Name of The Organisation

 

The name of this organization will be 'Bangladesh Jatiyatabadi Juba Dal' In English (Bangladesh Nationalist Youth Party, BNYP). In short, the head office of 'Jatiyatabadi Juba Dal (Nationalist Youth Party)  will be in Dhaka, the capital of Bangladesh. Our motto is to transform the youth into action force through productive politics for the sake of Bangladeshi nationalism, people's democracy, social justice and economic liberation.

 

Article:- (2) Aims and Objectives

 

(A) The youth of the country are the lifeblood of the nation. To consolidate the independence, sovereignty, security, integrity, state integrity, state integrity of Bangladesh by harmonizing the thoughts, consciousness and patriotism of Bangladeshi nationalism with this force.

 

(B) To mobilize the united youth force as a means of economic self-reliance to protect Bangladesh from the onslaught of imperialism, hegemony and external enemies and to motivate the uncompromising struggle against the reactionary anti-people forces and communalism within the country.

 

(C) To build an ideal leadership by combining honest, meritorious and selfless youth at every level of the society for social justice based social justice, human welfare oriented economic development and national prosperity through production oriented politics, free market economy and democracy.

 

(D) To build solid steel youth unity adhering to the organization's manifesto.

 

(E) Bangladesh Nationalist Party (BNP) will have unwavering confidence and unwavering support in implementing the manifesto and ideal objectives and goals of the Nationalist Party as the main organ organization of the Bangladesh Nationalist Party.

 

Article:-(3) Flag of the organization:

 

The colour the flag of the organization will be red on the top half and green on the bottom half. In the middle will be a circle of black colour. From the point of the stalk of this cycle, at the junction of the red and green, the sheaf of rice will extend upwards and there will be two white stars on top of the sheaf of rice. The five-colour flag symbolizes the green country, the red-the symbol of the war of independence and abandonment, the sheaf of rice is a symbol of determination to achieve food self-sufficiency. One of the two white stars symbolizes youth unity, the other symbolizes national hope, aspiration and progress.

 

Article:- (4) Primary Membership and Subscription Rate:

 

Any Bangladeshi youth who is not above fifty years of age and not below twenty years of age can get the initial membership of the organization by pledging to abide by the constitution and manifesto of the party. However, the membership must be recognized by paying a lump sum of five rupees through a form or receipt given or printed by the executive committee. The next step is to pay regular subscriptions. On the other hand, it will be the responsibility of every officer-member to regularly pay any monthly-annual subscription as prescribed by the Central Committee.

 

Article:- (5) Disqualification:

 

Young people who have been or are involved in murder, looting, hijacking, robbery, theft, robbery and immoral activities, engaging in any anti-people activities or opposing the war of independence, will be considered ineligible for membership of this organization.

 

(1) Disqualification to be an officer:-

 

All the members of the organization working in government and semi-government organizations will be considered ineligible to be an officer of any working committee from primary level to central or national leve.

 

(2) Eligibility to be an officer: -

 

(1) In order to be elected to any important post in any unit of the Bangladesh Nationalist (Jubo Dol) Youth Party from the central level to the grassroots level, the candidate must be entitled to the initial membership of the (Jubo Dol) Youth Party.

 

(2) In the case of participants from any other political party, in order to participate in the election for any important post or to be a candidate or to be elected, all those joining persons or persons must be active in organizational activities as members of Juba Dal (Youth Party) for at least five years.

 

Article (6): Branch Arrangement of the Committee:-

 

(1) Village Committee, Colony Committee, Ward Committee, Upazila-Thana Committee, Municipal Committee, City-Metropolitan Committee, District Committee, Central Executive Committee.

 

(2) In order to facilitate the political and organizational programs of the organization and to facilitate mutual communication, six administrative divisions as well as multiple political / organizational divisions shall be formed. Such as: Mymensingh Division (Mymensingh Sadar North, Mymensingh Sadar South, Tangail, Jamalpur, Sherpur, Netrokona, Kishoreganj), Faridpur Division (Faridpur, Rajbari, Gopalganj, Madaripur, Shariatpur), Comilla Division (Comilla Sadar North, Comilla Sadar South) , Brahmanbaria, Chandpur, Noakhali, Laxmipur, Feni), Bogra Division (Bogra, Pabna, Sirajganj, Joypurhat), Rangpur Division (Rangpur, Nilphamari, Gaibandha, Kurigram, Lalmonirhat, Syedpur), Dinajpur Division (Dinajpur, Thakurgaon, Panchagarh), Jessore Division (Jessore, Magura, Jhenaidah, Narail, Kushtia, Chuadanga, Meherpur).

 

(3) The ward committees included in the municipality will have the status of union committee.

 

(4) Dhaka, Chittagong, Rajshahi, Khulna, Barisal and Sylhet metropolitan committees have completed the status of district committees and Narayanganj metropolitan.

 

(5) District Committee / Metropolitan Committee shall consist of 151 members.

 

(6) Upazila /Thana Committee /Municipal Committee will have 101 prominent.

 

(7) Union /Municipal Ward /Metropolitan Ward Committee shall consist of 61 members.

 

(8) Village / Colony (Mahalla) / ward will have 51 members.

(A) Union, Ward, Thana, Municipal, District, Metropolitan Committee. Seven (7) Members will be considered as Councilors.

 

(B) Councilors shall be appointed in the Subject Selection Committee (Subject Committee) from the central level of the organization for the formation of grassroots level committees or in the case of holding conferences. In the case of John and the convening committee, the convener, 1st joint convener or member secretary shall be the councilor.

 

Article: (9)

The executive power of the leaders:-

 

The president:-

 

He is the constitutional head of the organization. He will preside over all the sessions of the organization, the meetings of the Central Executive Committee. He will give advisory instructions to the General Secretary of the organization to convene a meeting of the Central Executive Committee. If the general secretary does not convene a meeting on the instructions of the president, he will instruct the joint general secretary to convene a meeting. No proposal will be effective without the signature of the President. However, he will be obliged to sign the resolution adopted by more members of the executive committee. All income related expenses and bills will be negotiated with the Treasurer. He will usually decide on most members of the meeting. However, in case of meeting committee or any decision, the president can pay the cutting VAT. As the constitutional head of the organization, he will control, supervise and coordinate all the functions of the party. He will be able to rule by interpreting any section of the constitution and will be able to take action in the context of any organizational situation.

 

Special Power of President:-

Only in the greater interest of the organization can he exercise his special powers by impartially judging the minds of the executive members. He reserves the right to adjourn the meeting and temporarily adjourn the discussion of any proposal and to issue urgent directions in special circumstances. In case the activities of any officer or member of the organization are considered to be against the anti-party politics of the organization, in the interest of the organization, the President may issue notice to the said officer or member for temporary expulsion, suspension, cancellation, show cause and the decision is subject to approval at the next executive committee meeting. If the reasons mentioned are not proved, the complaint will be considered withdrawn. The President may, if necessary, convene a meeting of the Vice-President. He will preside over the joint meeting of the Vice-President and the Editorial Board. He will be able to temporarily determine the responsibilities, powers and duties of any officer, member.

 

Senior Vice President:

There will be only one Senior Vice President in the Central Executive Committee. In the absence of the president, he is the constitutional head. Moreover, he will actively assist in the overall activities entrusted to the President and will always be alert and aware of his responsibilities. In the case of other units.

 

1st Vice-President:-

In the absence of the President and Senior Vice-President, a Vice-President shall perform the duties of the President in phases. Moreover, they will perform the duties assigned by the President and assist in all the functions of the President.

 

General Secretary:

 

The General Secretary is the chief executive of the organization. He will be responsible to the Central Executive Committee for all the decisions taken by the organization and its coordination. He will convene the meeting of the Central Executive Committee on the advice of the President. In special cases, he will sign the leaflets, statements, etc. published in the interest of the organization with the President. He will be able to preside over the meeting of the editorial board. Moreover, he will conduct all the meetings.  The General Secretary shall present a full report on all the functions of the Council, including the income-expenditure account of the organization, and a political and organizational report, at the Annual General Meeting or at the Central National Extended Meeting or Conference. He may, in consultation with the President, allocate the necessary funds for the divisional meeting. Each departmental secretary will be responsible for coordinating and supervising the work of the department.

 

Special Power of General Secretary:-

The editors in charge of various duties shall be bound to follow the organizational instructions of the General Secretary in discharging their respective responsibilities. If the General Secretary deems the conduct or activities of any officer or member to be anti-organization or anti-political in such cases, he or she may, subject to the permission of the President in consultation, suspend or dismiss the accused, show cause suspension activities. However, the decision will be considered revoked if the allegation is not proved subject to approval at the next executive meeting. The General Secretary may, in the absence dismissal or failure of any of the responsible editors, appoint any editor to perform such duties subject to consultation with the President.

 

Joint General Secretary:-

 

In the absence of the General Secretary, the Joint General Secretary shall perform the duties of the General Secretary in phases.  However, as soon as the General Secretary is present, the Joint General Secretary in charge will be obliged to explain his past functions and responsibilities. Moreover, they will carry out their duties as directed by the President and the General Secretary and will actively assist in the overall activities entrusted to the General Secretary.

 

The Assistant General Secretary:-

He will perform the duties assigned to him in the absence of the Joint General Secretary with the permission of the President, General Secretary.

 

Organizing Secretary:-

It is the responsibility of the Organizing Secretary to build a strong organization based on ideology. He will continue to work for the organization on the advice of the President and General Secretary with a keen eye so that the organization is managed in a disciplined manner and spreads rapidly across the country. In this case, the Assistant-Organizing secretary of each Divisional be responsible to the Central Executive Committee for the organization of their respective departments and will try to discharge the responsibilities. His main duty is to work as a dedicated soul for the discipline and expansion of the organization.

 

Assistant Organizing Secretary:-

He will assist in the overall work of the Organizing Secretary and in his absence he will perform the duties in phases on the advice of the President and General Secretary of the organization. As the organizational secretary of the department, he will inform the executive committee about the organizational status of the department.

 

Publicity Secretary:-

He will play a key role in expanding the organizational glory. He Will be responsible for most of the organization's publicity based activities. He will organize organizational seminars and symposiums all over the country in consultation with the President and General Secretary to widely disseminate the ideals and objectives of the organization.

 

Assistant Publicity Secretary:-

He shall perform the duties assigned to the Publicity Secretary in the absence of the Publicity Secretary on the advice of the President and General Secretary of the organization.

 

Office Secretary:-

He will perform all the responsibilities related to the office of the organization.  He will have the overall responsibility of recording the minutes of the meeting, keeping the necessary documents, sending letters to the newspaper with the news of the organization and various branches of the organization to maintain communication and arrange for the reply of his office secretary. He will also keep records of committees, important documents, meetings, conferences and decisions of the organization at different levels. The President of the organization, with the permission or advice of the General Secretary, will sign the necessary press release letter.

 

Assistant Office Secretary:-

He will assist in all the functions of the Office Secretary and in his absence he shall perform the duties assigned to the Office Secretary on the advice of the President and General Secretary of the organization.

 

Literature and Publication Secretary:-

He will publish pamphlets and magazines on behalf of the organization. On the other hand, make the nation and the organization aware about literature and culture. He will be responsible for publishing informative memoirs and anniversaries on various important days including National Day and the founding anniversary of the organization. He will be the editor of Sahitya Patrika, Dewal Patrika, Sangbad Patra and Bulletin.

 

Assistant Literature and Publication Secretary:- He will perform the duties assigned to the Literary and Publication Secretary in the absence of the Literary and Publication Secretary on the advice of the President and General Secretary of the organization.

 

Information and Research Secretary:-

It is the responsibility of the Information and Research Secretary to present an accurate picture of the real situation in the society and state system of the country by collecting information and conducting research work. At the same time take care of the library of the organization, collect and maintain magazines, books, etc. He will organize educational seminars, discussion meetings, symposiums and exhibitions in consultation with the Central Executive Committee.

 

Assistant Information and Research Secretary:- In the absence of the Information and Research Secretary he will perfom his duties on the advice of the President and General Secretary of the organization.

 

Treasurer:-In consultation with the President and General Secretary of the organization, is responsible for maintaining the accounts of the Treasurer. In addition, the Treasurer will be responsible for fund raising, regular collection of dues and monthly, annual dues of the members of the organization. He will personally sign with the signature of the President and General Secretary while withdrawing money from the funds of the organization kept in the bank. Only he will be considered a member of the Presidium.

 

Assistant Treasurer:-

He will act in the absence of the Treasurer. He will sign it himself after the signature of the President and General Secretary while withdrawing money from the funds of the organization kept in the bank.

 

Law Affairs Secretary:-

He will provide assistance and advice to members on legal complexities, the establishment of the rule of law and law. Any leader-worker of the organization will provide legal advice, advice and assistance to prevent unnecessary harassment, arrest, detention in false cases.

 

Assistant Law Affairs Secretary:-

He will assist and advise on all the work of the Legal Secretary. In the absence of the Law Secretary, the President and the General Secretary of the organization will perform their duties one by one.

 

Cultural Affairs Secretary:-

Bangladeshi progressive national mass culture by avoiding reactionary and anti-culture Be careful to raise and Bangladeshi nationality in various national and party programs. In his absence, he performed his duties with the permission of the president and general secretary of the organization.  He will be responsible for the development of a developed culture. In carrying out this duty, he will organize and conduct cultural programs on the basis of forming a cultural alliance in consultation with the president and general secretary of the organization.

 

Assistant Cultural Affairs Secretary:-

He will assist in all the work of the Cultural Secretary. However, in his absence, the  Assistant Cultural Affairs Secretary acting on the advice of the President and General Secretary of the organization.

 

Agriculture Affairs Secretary:-

He will be responsible for organizing and implementing various projects aimed at increasing the agricultural production of the youth through modern training to achieve self-reliance in agricultural production. It is his duty to make the politics of massive motivation and production self-interested in order to double agricultural production. It is his responsibility to strengthen the integrated agricultural program, to train every young farmer as a strong and skilled farmer in the struggle for prosperity through practical training.

 

Assistant Agriculture Affairs Secretary:-

He will assist the Secretary of Agriculture in all his duties and in his absence shall act in consultation with the President and General Secretary of the organization.

 

Social Welfare Secretary:-

The main function of the Social Welfare Secretary is to assist in various social welfare activities on behalf of the organization. He will lead the society and human welfare work on behalf of the organization in any natural calamity including floods, cyclones, epidemics, famines. In this case, he will coordinate the work of the Relief and Rehabilitation Secretary.

 

Assistant Social Welfare Secretary:-

He will assist in all the work of the Social Welfare Secretary. However, In his absence he will act in consultation with the President and General Secretary of the organization.

 

Labour Affairs Secretary:-

It is the responsibility of the Labour  Secretary to motivate the youth in the politics of production by organizing the young workers working in various industrial mills and factories in Bangladesh and to coordinate with the nationalist workers' party for the development of the organization. He will represent the organization in various seminars and symposiums at home and abroad for the development and implementation of modern labor policy.

 

Assistant Labour Affairs Secretary:-

He will assist and advise the Secretary of Labour in all his duties and in his absence perform the duties with the permission of the President and General Secretary of the organization.

 

Industrial Affairs Secretary:-

It is the responsibility of the Labour Secretary to mobilize the youth in the politics of production by organizing the young workers working in various industrial mills of Bangladesh and to coordinate with the nationalist workers' party for the development of the organization. He will organizing modern and advanced art exhibitions for the development of industry by organizing the youth for the growth of industrial establishments in Bangladesh and also he represent various seminars, symposium in the country and abroad

 

Assistant Industrial Affairs Secretary:-

He will provide advice and assistance to the editor in all his duties. However, in his absence, he will perform the duties with the permission of the president and general secretary of the organization.

 

Communication Secretary Communication Secretary:- It is one of the keys to the organization. He will always be in touch with the various branches of the organization and he will be responsible for all kinds of communication with the organization.

 

Assistant Communication Secretary:-

He will provide advice and assistance in all the activities of the Assistant Secretary. However, in his absence, he will perform his duties with the permission of the president and general secretary of the organization.

 

Sports Secretary:-

He will be responsible for all the work related to sports and he will take care of the local and foreign sports in building good health and will build the sports cycle by improving the quality of sports and developing the organization. He Will organize tournaments at national and divisional level. He will lead a team of sports delegates at home and abroad.

 

Assistant Sports Secretary:-

He will assist and advise the Sports Secretary in all his activities and in his absence will act with the permission of the President and General Secretary of the organization.

 

Rural Development & Co-operative Secretary:- It is the responsibility of the Rural Development and Co-operative Secretary to motivate the youth of Bangladesh for the development of rural and rural areas and to make them self-reliant through co-operative employment. He will represent the organization in all seminars on rural development and cooperatives organized in the country and abroad. It is necessary to create an environment for the overall development and prosperity of the rural economy and society.

 

Assistant Rural Development & Co-operative Secretary:-

He will provide assistance and advice to the co-operative secretary in all his activities and in his absence will act with the permission of the president and general secretary of the organization.

 

Mass Education Affairs Secretary:-

To  liberate all the illiterate youth of Bangladesh from the curse of illiteracy by giving them literacy and fulfilling all the responsibilities of the organization related to mass education.

 

Assistant Mass Education Affairs Secretary:-

In the absence of the Secretary for Mass Education, he will perform his duties in phases on the advice of the President and General Secretary of the organization.

 

Forest & Environment Affairs Secretary:- He will responsible for encouraging and motivating the youth in the tree plantation  program for a sustainable development of the environment by organizing our youth for the betterment of forest and environment. He will represent at seminars and symposiums on forests and the environment at home and abroad.

 

Assistant Forest & Environment Affairs Secretary:- He will assist and advise the Forest and Environment Secretary.  In his absence, he will perform the duties with the permission of the president and general secretary of the organization.

 

Small & Cottage Industry Affairs Secretary:-  He will active for organizing various art exhibitions for the development of small and cottage industries in Bangladesh.

 

Assistant Small & Cottage Industry Affairs Secretary:- He will assist in all the work of the said Secretary and in his absence perform the duties with the permission of the President and General Secretary of the organization.

 

Religion Affairs Secretary:-

It is the responsibility of the religion secretary to organize various religious ceremonies on special days for all religious activities and in the interest of the organization.

 

Assistant Religious Affairs Secretary:-

He will assist in the work of the Secretary of Religion and in his absence perform the duties in phases with the permission of the President and General Secretary of the organization.

 

Relief and Rehabilitation Affairs Secretary:-He will be responsible for the relief and rehabilitation of the organization in case of any natural calamity and crisis, including national disasters, floods and cyclones.  In this case, he will coordinate the work of Social Welfare Secretary and Health Secretary.

 

Assistant Relief & Rehabilitation Affairs Secretary:- He will act in the absence of the editor and assist the editor.

 

Village Government Affairs Secretary:-

He will strengthen village-based development, social customs, rituals, mutual amity and productive politics in rural infrastructure and provide support to party-nominated elected village government structures.

 

Assistant Village Government Affairs Secretary:- He will provide overall assistance to the Secretary and will act in the absence of the Secretary.

 

Information, Science & Technology Affairs Secretary:- He will play a vital role in mobilizing the youth of the country to keep pace with the modern world in the field of science and technology through information communication. His responsibility is to organize science based seminars or symposiums at home and abroad with inspiration.

 

Assistant Secretary information, Science and Technology Affairs:- He will provide overall support to the work of the editor and he will act in the absence of the editor.

 

Fisheries and Live Stock Affairs Secretary:- To motivate the youth in fisheries and live stock education, to coordinate with various fisheries and live Stock based organizations for the prosperity of the national economy and to make every youth self-reliant by setting up fish and leaf farming based farms.

 

Assistant Fisheries and Live Stock Affairs Secretary:- He will provide overall support to the editor and he will act in the absence of the editor.

 

Health Affairs Secretary:-

Health is the root of all happiness. Encourage educated youth to acquire knowledge about health in line with modern medical science and provide assistance to ensure health for all. Coordinate with such organizations as DAB and strive to provide better services to the affected people in case of an epidemic. In the event of a national disaster, he will coordinate the overall work of the Secretary of Relief, Rehabilitation and Social Welfare

 

Assistant Health affairs Secretary:-

He will provide overall support to the work of the editor and he will perform the duties in the absence of the editor.

 

Tribal Affairs Secretary:-

He is responsible for organizing the indigenous, tribal communities living in all the plains, uneven areas of the country, inspiring them with the ideals of Bangladeshi nationalism and assisting them in their self-social development for the development of tribal culture including indigenous culture and involvement in mainstream politics.

 

Assistant Tribal Affairs Secretary:-

He will provide overall support to the work of the editor or secretary and he will take charge in his absence.

 

Employment Affairs Secretary:-

He owill provide technical education to the unemployed youth and assist them in employment in various organizations and will motivate them for self-employment work in collaboration with the Rural Development and Cooperative Affairs Secretary and Fisheries and Live Stock Affairs  Secretary.

 

Assistant Employment Affairs Secretary:- He will have to provide overall assistance to the editor or secretary in all his duties and will perform his duties in the absence of the editor or secretary.

 

International Affairs Secretary:-

He is responsible for building good relations with youth organizations around the world. In consultation with the President and General Secretary, he will organize international youth seminars and, however, make recommendations to the President and General Secretary of the organization on the formation and approval of each international committee, and will play an active role in promoting the party's ideological objectives and scope abroad.

 

Assistant International Affairs Secretary:- In the absence of International Affairs Secretary, Assistant International Affairs Secretary will follow him and in consultation with the President and General Secretary of the Organization, perform the duties of the International Secretary in turn. He will have to assist and advise effectively International Affairs Secretary on all matters.

 

Executive Member:-

Executive members will perform the duties assigned by the president and general secretary of the organization.

 

 

Article (10):-

Formation of Sub-Committees Formation of Sub-Committees Subject to discussion with the President and General Secretary of the organization able to form. Sub-council formed two-thirds of the members of the executive Committee. The executive committee and the rest can be taken from outside. All nominated executive members will have to be responsible for their duties to the central executive committee. The members who make the final decision on the secret ballot for the selection of officers or leaders will be responsible to the executive committee for their responsibilities. The chairman of the subject selection committee presides over this session. If any secretary of the committee fails to perform his or her duties and an allegation is raised in this regard, the general secretary may issue a show cause notice with the permission of the chairman.  Provided that the term of such Executive Committee or Sub-Council constituted shall be deemed void as soon as it expires.

 

Article (11):

The Central Executive Committee:-This body will consist of a total of 144 officers or leaders including the President, General Secretary and 67 members and a 211 member Central Executive Committee.  As per the outline of paragraph 7, executive committee will also be formed for district, metropolitan, upazila, thana, municipality, city, union, ward and primary committee.

 

Subject Selection Committee:

(A) Subject Selection Committee will consist of the Central Executive Committee and the President and General Secretary of each District Metropolitan Committee. The subject selection committee will form a proposed panel of the Central Executive Committee for the next three years and submit it to the councilors for final approval. If the subject selection committee cannot reach a consensus to form the proposed panel, the final decision for any post, including the president and general secretary, can be cast by secret ballot and the president of the subject selection committee can cast a vote if there is an equal vote. If the proposed panel body does not have the support of a majority of councilors, the chairman of the selection committee may allow the matter to be presented to another or more panel councilors. Even if the problem is not solved then the Chairman of the Subject Selection Committee will announce the final decision for the election of all the officers or leaders of the Central Executive Committee by secret ballot. This session will be chaired by the Chairman of the Selection Committee and the presence of any person other than the member of the subject selection committee shall be deemed invalid. The overall discussion, critique, proposal, decision the secrecy of all the functions of the subject selection committee should be specially maintained.  It will be considered a serious offense, especially if it is disclosed during the session or without a decision. The matter will also be taken up with the selection committee, political, economic, organizational and other preparation councilors. These will be considered important. Only the elected councilor may be present at the final approval session. In this case, if there is a complication in the election of the chairman or president, the chairman or president will be elected with the support of a large number of members of the selection committee.

 

(B) Matters consisting of the lowest branch conference from the Central Conference shall be deemed to be canceled at the end of the selection committee conference.

 

Article (12): National Conference:-

 

(A) National Conference will be held once in every three years.

(B) The final date of the conference has to be decided by the meeting of the full Central Executive Committee.

(C) A national conference must be convened at least two months later.

(D) The written statement of the district at the national conference, subject to the approval of the district or metropolitan committee, at least 7 days before the written statement, including the overall organizational report, political report, declaration and necessary analysis of the constitution with the necessary amendments, additions, changes and additions. Otherwise, any application is deemed unfit to be considered.

(E) National Conference Preparatory Committee should be formed. If necessary, similar district, upazila, thana, municipal conference committees should be formed.

(F) The constitution of the conference preparation committee under the authority of the full committee or the convening committee has jurisdiction over the successful program. However, if there is only one committee per conference, the organizational decision will be made subject to the approval of the higher committee.

(G) Extended Meeting: The General Secretary may, with the permission of the President, convene an extended meeting for special purposes for the expansion of the organization.

(H) An emergency council session may call for at least 21 days' notice.

 

Article (13):

Convening Committee:- Convening committee consisting of 31, 41, 51, 61 and 11 members should be formed before the full conference of the committees of different levels of the organization. There will be a convener in the above number.  If necessary, the number of members may be increased subject to the approval of the Central Convening Committee and a number of sub-councils may be constituted through the general meeting of the Convening Committee for the convenience of work. A full committee should be formed through a conference within three months of the formation of the convening committee.

 

Article (14):

Rules of Procedure of the Meeting:-

(A):- The lowest committee is under the highest committee. The Central Executive Committee has the highest authority.  Each higher committee will approve the lower committee. The Central Executive Committee shall take appropriate action in case of any exception or disagreement in the general rules or regulations. The central decision will be final.

 

(B) The quorum shall be constituted in the presence of one third of the members at the general meeting.

 

(C) The meeting of the Central Executive Committee in special circumstances will be held on 48 (forty eight) hours notice. The quorum may be convened and a quorum shall be constituted in the presence of one-eighth of the members and the proposals will be finalized at the next general meeting. Under normal circumstances, a meeting of the Central Executive Committee may be convened for at least 7 (seven) days.  In addition, in case of proper management of organizational activities or in case of emergency, a meeting of the Executive Committee may be convened on 24 (twenty-four hour notice). However, any urgent proposal has to be submitted to the next Central Executive Committee for approval.

 

(E) Notice of emergency meeting:- Council meetings may be convened on fifteen days 'notice and at least forty-five days' notice. A quorum will be formed if one third of the councilors are present. The decision taken on the basis of majority opinion of the members present shall be final.

 

(F) The notice published in the national daily newspaper should be considered as the notice of the organization. The signature of the members of the executive committee must be received on the night of the meeting. An emergency meeting of the Central Executive Committee may be convened only in case of special changes or special emergency decisions in the national case

 

(G) If any of the officers and members of the Central Executive Committee is not present at the three consecutive meetings, the reasons may also be given. This is because the Central Executive Committee can take temporary expulsion or exemption or take disciplinary action if it does not get a satisfactory reply from show cause notice. Similar rules have to be followed in the lowest committees.

 

Article (15):- Punishment:-

(A) The maximum punishment will be expulsion from the organization. Expulsions can be temporary considering the seriousness of the crime.

 

(B) The work outside the politics, constitution and decision of the organization will be considered as a heinous crime. If a member, officer, leader commits an offense for engaging in anti-organization activities, the member leader may be given a show cause notice, temporary expulsion or final expulsion.

 

(C) Decisions made by the Central Executive Committee shall be deemed to be an offense outside the forum. Any offensive or obscene remarks against the leaders of the Central Executive Committee and the national leaders which are likely to tarnish the image of the organization or the person mentioned will be considered a crime.

 

(D) The use of the signature or name of any leader or member other than the signature of the President and the General Secretary on the documents, leaflets, handbills or any promotional paper of the organization in the form of documents or signatures of other organizations shall be deemed anti-organization. With the permission of the President and the General Secretary, only the name of the Publicity Secretary can be mentioned and the word spread by the Publicity Secretary can be used.

 

(E) It is an organizational offense to attend or hold a secret meeting without the knowledge of the president or general secretary of the organization. Any false or disrespectful allegation against senior officials made outside the forum would be considered a crime against the organization. If a leader or member contributes to any other political ideological organization, the initial membership of that member will be considered canceled or expelled without notice

 

(G) The President or General Secretary will give notice to the accused at least 7 (seven) days notice of the complaint brought against any member. Time is relaxed in special cases.  Approval is recommended. Before the adoption of the Central Executive Committee.

 

(F) President, General Secretary, Convener, Joint Convener or Member Secretaries any stage of the organization before taking disciplinary action against the convener or member secretaries. Permission must be obtained from the higher committee of the unit. In this case district or metropolis. Punitive action against the president, general secretary, convener, joint convener or member secretaries of the upazila, thana, municipal or similar committee under the committee are to be required permission from the central executive committee.

 

Article:- (16) Relation to other Organizations:-

 

 

(A) Bangladesh Nationalist Party (BNP) is the national political party or main party of Bangladesh Nationalist Youth Party.

 

(B) No member of the Nationalist Youth Party can be a member of any organization other than the Bangladesh Nationalist Party (BNP).  Joining any other political party is strictly prohibited and contrary to organization and constitution.

 

(C) Unified programs with other organizations may be adopted if necessary on specific political programs which are not contrary to the ideals and objectives of the Bangladesh Nationalist Youth Party.

 

(D) If there is a risk of the slightest loss to the organization, it is not possible to become a member of any social organization. In this case, it is necessary to discuss with the president and general secretary of the organization.

 

(E) No officer or member of the organization can form any political organization on his own initiative without the decision of the Central Executive Committee.

 

Article:- (17):- Conference Purpose:-

 

(A) The Triennial Election (Conference) of the Central Executive Committee shall be held every three years. Up to three months can be extended for special arrangements.  In case of failure within 3 (three) months, the next Central Extended Meeting shall be called and the date of the next National Conference shall be fixed by the decision of that meeting. If that fails, the committee will be the next new convener or the conference preparation committee will remain in force till

 

(B) After the cancellation of the Central Executive Committee, the National General Conference Preparatory Committee shall be formed 15 (fifteen) days before the scheduled date of the conference.  In that case the president of the organization, the general secretary is the convener of the preparatory committee, can be convener or two-thirds of the members of the executive committee. In support of this, the convener of the committee can be formed in the state and elected convener. The conveners will nominate 7 (seven) members to take charge of the various sub-councils of the Conference Preparatory Committee.

 

(C) This committee, as the possessor of omnipotent power, will manage all the responsibilities of the preparation committee, conference, council and election of the national conference in a proper manner. If the Central Working Committee is elected through the National General Conference, the responsibility of the Conference Preparatory Committee will be considered over.

 

(D) In ​​case of failure, 51% of the councilors of the organization will be able to convene a national conference with their signatures and will have the highest power to form the central executive committee.

 

(E) The district or  metropolitan conference must be completed at least 1 month before the national conference. If the District or  Metropolitan Committee fails to conclude the District or Metropolitan Conference for special reasons, the Central Executive Committee will be bound to accept the elected date. Otherwise the district or metropolitan committee will be deemed to be abolished naturally and the central executive committee will form the district or metropolitan ad hoc committee. If the district or metropolitan conference fails to convene within a month, the committee will also be considered canceled. District or Metropolitan Conference will be held under the direct supervision of the Central Executive Committee. Similar measures can be taken in the election of the lower committee if necessary.

 

(F) Upazila, Thana,  City, Municipal Committee Conference should be concluded 1 month before the District, Metropolitan Conference.  Union, Ward Conference should be concluded 1 month before such conference.

 

(G) The number of members of the ad hoc committee shall be at least 11.

 

(H) Any stalemate can be resolved as per the decision taken by the councilors.

 

 

 

Article:-(18) :-

Requisition Petition Letter:-

(A) letter signed by one third of the Councilors of the Central Executive Committee or any other branch shall be submitted to the General Secretary through the President within a month and a half.  If the General Secretary does not convene the meeting within the stipulated time, it will be considered as the invitation letter of the requisition meeting. This meeting shall be deemed to be fully valid and similarly a meeting of the Executive Committee may be convened. However, no election is valid in the requisition meeting.

 

(B) Decisions taken in support of the majority members of the Central Executive Committee shall be deemed to be valid decisions of the Central Executive Committee.

 

(C) A meeting convened by one-third of the appointed members of the Central Councilors on a written complaint signed by one of the Central Executive Councilors on the grounds of failure to carry out specific prosecution responsibilities, organization or party politics will be brought against the Central Executive Committee. The present councilors will be able to make recommendations along with the chairman of the main party to form a new convening committee. The lowest branch committee will submit to the Central Executive Committee.

 

(D) A motion signed by one-third of the members on the basis of specific allegations against the Chairman of the Central Executive Committee, General Secretary against the organization, a motion passed in support of one-third of the councilors shall have no confidence in the approval of two-thirds of the councilors.

Subject to Constitution:-

(A) The presence of two-thirds of the National Councilors is mandatory in any amendment to the Constitution. Recommendations from (most of the) members of the present Council meeting are acceptable.

 

(B) The Central Executive Committee will be bound to take appropriate action against those who violate any of the provisions of the Constitution. If, in any case, there is a total dispute over the interpretation of a sub-clause or the meaning of a particular word, the president and general secretary of the organization will call a meeting of the Central Executive Committee to resolve the issue. If the dispute is not resolved at that meeting, only one-third of the councilors can make special adjustments, changes, additions, enlargement to the constitution by convening a council meeting on special emergency notice.

 

Article:- (20) Miscellaneous:-

 

(A) A general meeting of the Central Executive Committee must be convened at least once every three months. The same will be true of all branches. In special circumstances or emergencies to be relaxed.

 

(B) The Central Executive Council alone shall have the authority to resolve disputes and other complications in the management of all types of internal and external debt except for the provisions mentioned in the Constitution.  However, if any problem fails to be resolved, a session of the National Council must be convened.

 

(C) The Central Executive Committee should be imitated in all branch committees in conducting organizational work without explanation of the constitution alone.

(D) Failure to increase every 6 months or once a year as decided by the Executive Committee shall be deemed a crime.

 

(F) At any stage of the organization, in meetings, conferences and associations, according to the rank and position of the party, speeches, statements, discussion meetings, sitting in the association and behaving in a respectful manner are mandatory for all officers or members. Failure will be considered a crime.

 

Article:- (21) Responsibility of Councilors:- (A) Officers of the concerned executive council on the basis of protection of the interests of the organization, fair trial of the members and the opinion of the staff of the organization in their respective areas.  Be careful to hire.

 

(B) The councilor of the organization is the one who has the highest power. They are the owners of the organization's policy making, it is the responsibility and duty of every councilor to give judgment or vote to the appropriate leadership in order to run the organization smoothly.

Power & Function of Working Committees:-

The Central Executive Committee and the Executive Committees at all levels shall take all necessary measures for the implementation of the manifesto and constitution of the organization. The lowest committees will always be bound to implement the programs and plans directed by the Central Executive Committee.

 

(C) Democratic stability must be maintained in every working committee meeting and it must be remembered that democracy is the lifeblood of the organization.

 

Article:- (23):- Conduct Meetings:-

In case of conducting meetings, discussion meetings, gatherings, seminars or symposiums of the organization, the General Secretary shall conduct the meetings with the permission of the chairperson of the meeting. In the absence of the General Secretary, the Joint General Secretary will conduct the meeting in a phased manner plus Organizing Secretary,  Publicity Secretary and Office Secretary can do the same way.

 

Article:- (24):- Fund:-

Consists of the President, General Secretary and Treasurer of the Central Executive Parliament. Funds cannot be raised in the name of the organization without a signed receipt. One-time subscription, monthly subscription and annual subscription of grant members, various books published by the organization and the money from the sale of newspapers is the way to raise funds for the organization.

 

Article:- (25):-

One person one post:-

No member of the Nationalist Youth Party can hold two posts at the same time in order to increase the dynamism and excellence of leadership of the organization. If this situation arises at any moment, he will have to resign from one post. Otherwise, in case of complications, he can be removed from any post as per the decision of the Central Executive Council.  the senior branch has to be submitted in time. Any irregularities in financial matters corruption will be expelled from the organization. Central funds or funds of any branch should be deposited in the name of the organization in the listed bank and that account shall be managed under the joint signature of the President, General Secretary and Treasurer. It is advisable to pay all the dues prescribed by the organization.

Article:- (26):-

Observance of National days:-

19th January First President of Bangladesh  Shaheed Ziaur Rahman's birth anniversary day, 24th January. Mass Uprising Day, 25th January Democracy Killing Day, 21st February.  With the receipt, each branch will be able to raise the required amount, but of course its account. International Mother Language and Martyrs' Day, 24th March Genocide (Black Day), 26th March Independence Day, 1st May 'May Day, 30th May First president of Bangladesh  Shaheed Zia Martyrdom Anniversary Day, 16th June Newspaper black Day, 1st September BNP Establishment Anniversary Day, 26th October Establishment Anniversary Day, 7th November National  Revolution and Solidarity Day, 6th December Democracy Liberation Day, 14th December Martyred Intellectuals Day, 16th December Victory Day.

 

(B) Music and National Anthem, Main Party Music and Juba Dal Music Organization should be promoted in the conference. The name of the organization's own music is "Juba Dal Juba Dal Shahid Zia's Juba Dal".

 

Article:- (26):-

Criticism every leader and activist of the Nationalist Youth Party should be treated as an idealist worker in order to correct the mistakes and self-correction, in the context of constructive self-criticism and self-purification and a devoted soul is a strong soldier through whom the strong and capable leadership of Bangladesh Nationalist Youth Party will be established.

 

Article:- (30):-

Date of formulation and amendment of the founding constitution of the organization:-

 

The proclaimer of Bangladesh independence and first president of Bangladeah Martyrdom (Shaheed) the better hero Ziaur Rahman who formed the 91-member Central Convening Committee and established the Bangladesh Nationalist Youth Party and formulated its constitution. Later, the Nationalist Juba Dal (Youth Party) Central Committee passed the constitution on March 23, 1987 approved in the form recommended by the Councilors. Later the constitution nominated by the Jatiotabadi Juba Dal (Nationalist Youth Party) Central Executive Committee (Amendment) was amended by the sub committee after then it was approved by the Councilors at the Central Committee Extension Meeting held on January 18, 2006.
